Tracy Lynn Mainguy holds the position of General Counsel with the International Union of Police Associations.
With over twenty years of legal experience, she is an accomplished labor attorney dedicated to protecting and advancing workers’ interests. She has repeatedly demonstrated her ability to successfully analyze and resolve complicated legal issues through litigation, arbitration and negotiated resolutions.
For over eighteen years, Ms. Mainguy represented defined employee benefit plans in bankruptcy and ERISA collection actions. Ms. Mainguy also has experience in the areas of foreclosure litigation, real estate litigation, counseling unions in matters dealing with labor and employment law, and in employee benefits law. Ms. Mainguy graduated from the California Western School of Law in 1994 where she was a member of Law Review. Prior to law school, Ms. Mainguy earned a Bachelor’s of Science in Business Administration with a concentration in marketing at Boston University where she was a member of Beta Gamma Sigma and graduated Magna Cum Laude.
Most recently, Ms. Mainguy held an Of Counsel Position at Weinberg, Roger and Rosenfeld where her practice focused on representing Taft-Hartley employee benefit plans in actions to collect benefits, pursuing post-judgment collections, and defending creditors’ rights in bankruptcy cases. Prior to her Of Counsel position with Weinberg, Roger & Rosenfeld; Ms. Mainguy held the position of In-House General Counsel for the Operating Engineers Local No. 3 Trust Funds where she advised and handled collection matters, including bankruptcy litigation, on behalf of the Operating Engineers Local 3 Trust Funds.
Ms. Mainguy was also employed as a Staff Attorney at a prominent litigation firm where she handled mortgage-related matters on behalf of large institutional lenders. She handled real estate matters on behalf of title insurance companies and their insured with another firm. In addition, her previous experience includes clerking at the Office of the General Counsel in the Department of the United States Navy in Washington, D.C.
Ms. Mainguy started her legal career as an Associate with Weinberg, Roger & Rosenfeld at which time she specialized in labor law, counseling unions in matters dealing with labor and employment law, and in employee benefits law; representing and advising multiemployer benefit plans. She returned to Weinberg, Roger & Rosenfeld as an Of Counsel attorney with the firm in March 2015.
Ms. Mainguy is admitted to the California Bar and Florida Bar. She enjoys running, cooking, theatre and spending time with her family in her spare time.
